Yes, a non-resident can legally open a company in Cyprus. Under the Cypriot legal framework, the full foreign ownership of private limited companies (Ltd) is granted, thus giving entry to entrepreneurs and investors all over the world. Non-residents can act as shareholders or directors of the company.

Residency is not a requirement for a director of the company or shareholders; however, the company must have a registered office address in Cyprus. Generally, it is considered good practice to appoint a local company secretary and involve professional service providers assisting in incorporation, compliance, and communication with local authorities.

Moreover, a non-resident may open a corporate bank account, but the level of checks could be enhanced, and the presence of the account holder may be required, depending on the bank's internal policies.
